The government revamped and started operating this programme in 2013 and launched it in 2016 where a lot was promised to prepare children for school years. However, less effort has been employed for the smooth running of the programme
In May 2021, Parliament approved the implementation of what is known as the Parish Development Model (PMD) and it will roll out in the financial year 2021/2022. According to the Ministerial Policy Statement, the Parish Development Model is a strategy for organising and delivering public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.
If government doesn’t vaccinate Ugandans, the pandemic will continue. Today, there are a number of challenges restricting political parties from performing effectively. First, there are the restrictions imposed by the external, legal and constitutional framework. This uneven playing field is attributed to a couple of issues.

In the 1996 presidential elections, UPC and DP fronted Dr Paul Kawanga Ssemogerere under the Inter-party Cooperation. In 2001, the Opposition rallied behind Dr Kizza Besigye under Reform Agenda. In 2016, there were attempts to field one presidential candidate to face Mr Museveni under The Democratic Alliance (TDA) but this collapsed because the Opposition political parties once again failed to agree on who should be their joint candidate.
